Trigger change event after stopped typing in Rich Text Editor

Currently,  the change event is triggered in these cases.

  1. Blur or focus out event
  2. Save interval triggers the change event for a specific interval (without considering typing).

But, we need to trigger change event after stopped typing. Provide option to achieve it.
