Fixed header maintained after reopening the DropDownList in the Blazor platform

While reopening the DropDownList fixed header maintained. So it shows a duplicate header created.



Replication procedure:

1. Scroll the popup
2. Close the popup
3. Open the popup
4. Looks like duplicate header created



Issue reproducing sample:

Expected output:


The duplicate header should not created for the header text.



Actual output:


Duplicate headers are created and shown in the DropDownList popup.
