Tooltip Flickers on Hover

It seems that as you move your cursor to the hover area it causes it to redraw over and over. Also if you don't move the cursor when it shows the tooltip it will eventually disappear even though you're still hovered on the spot that should show the tooltip.


I've provided sample code to replicate below.
