The "read only" mode is a very good feature, but having the Toolbar appearing in this mode is kind of pointless especially if you want to display rich UI to the user with less access for instance. A flexible way would be to either have a new toolbar option of none which display no toolbar (i will recommend this) or simply remove toolbar when in ReadOnly mode (might be too restrictive) but i believe either is important at this stage.
