Port constraints is not working while draw connector through port

The port inConnect and outConnect combination is not working. Set port constraints as Inconnect or out connect. for one node and for other node set port constraints as draw. Now try to draw connector through port and make it as connect. Now connection does not want to establish between port and connector. But connection is established.
