ListViewCachingStrategy support in the SfListView like Xamarin.Forms ListView

The SfListView currently support for RecycleElement type of ListViewCachingStrategy by default. Need to provide support for RetainElement and RecycleElement with selector type of ListViewCachingStrategy in the SfListView like Xamarin.Forms ListView.
