Provide a way for the user to drag and resize an SfPoupLayout on the screem

The SfPopupLayout can currently be positioned in several ways, but the user has no way to move the popup.

There are times when the information in a popup can obscure the item on the screen that it is meant to refer to.

(in my case I will be showing a YouTube video in response to a Help request)


Enable resize and Enable reposition might display drag and/or resize handles that the user could use to place the popup anywhere on the screen.
