Support to disable annotation edit operations

Need to provide support to disable the annotation edit operations. The following two options need to be considered as per the annotation flags supported in PDF library.

  1. ReadOnly -  If set, do not allow user interact with annotation.
  2. Locked - 

    If set, do not allow the annotation to be deleted or its properties to be modified by the user.
