Ruler Measurement unit in percentage

By default, ruler tick value in pixel. if we provide different measurement unit as cm or mm, we convert pixel value to cm, mm. We need to provide another support for the ruler value in percentage and render a ruler with measure unit with cm, mm exactly to the user defined value.
