Provide minHeight property for dialog to display content without considering a target dimensions

Currently, we calculate and apply the max-height to dialog from the target element height. Due to this, we get the following content display and required min-height from the target element to display dialog contents properly in DOM.

To overcome the above behaviour, we need to provide minHeight property for dialog to properly display its content without considering target dimensions.
